New Delhi, Oct 7: Navaratri 2018 will start on Tuesday, the 9th of October (9/10/2018) and will continue for 9 days until Wednesday, the 17th of October.

When is Navaratri 2018 celebrated?

The Navratri commences on the first day (pratipada) of the bright fortnight of the lunar month of Ashwin. The festival is celebrated for nine nights once every year during the beginning of October, although as the dates of the festival are determined according to the lunar calendar, the festival may be held for a day more or a day less.

How is Navratri 2018 celebrated?

Navratri or the festival of nine nights is celebrated with full fervor and enthusiasm in the Indian subcontinent. The festival is celebrated with devotion for a period of 10 days in India. Though the festival is of nine nights the festivity gets stretched top the tenth day. It is on the tenth day on which the idol of Goddess Durga is immersed in the holy water after worshipping. Different forms of the goddess are worshipped for nine days to enhance the physical, spiritual and mental well-being. As per the Hindu calendar Navaratri occurs during the month of Ashvin in the early autumn.

What is the importance of Navratri 2018?

Among the several festivals in India, Navratri has great importance. The festival signifies the victory of good over the evil and is celebrated with full enthusiasm. The nine days of Navratri are one of the most religious days as people forbid all unlawful practices and perform religious ceremonies. The festival of Navratri symbolizes the journey of humanness to divinity. The aim of celebrating this festival is to remind people of the real goals of human life and also make them understand the value of doing good and condemning evil.

OFFICE MEMORANDUM

Sub: Directions to Private HCOs empanelled under CGHS regarding simplification of procedure for treatment at private hospitals empanelled under CGHS/CS (MA) Rule, 1944.

With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving various complaints regarding difficulties being faced by CGHS beneficiaries in getting the OPD/IPD treatment at Pvt. HCOs after valid referral from the CMO/MO/Govt. Specialist. It has been viewed very seriously by the Competent Authority.

It is observed that the CGHS beneficiaries are facing a lot of resistance from the staff/OPD manager/Doctors of the private NCOs empanelled under CGHS. OPD timing are clubbed with General OPD or OPD for EWS, which is causing inconvenience to the CGHS beneficiaries. OPD Slot for CGHS beneficiaries is also reduced to half an hour, The CGHS beneficiaries are not allowed to seek the consultation from the Senior Doctor or their OPD, so called premium OPD.

It is reiterated that HCOs empanelled under CGHS shall adhere to the term and conditions while providing treatment/investigation facilities to the CGHS beneficiaries. The private HCOs empanelled under CGHS shall provide quality service to CGHS beneficiaries and care may be taken to avoid inconvenience, especially for the Senior Citizen, Cancer Patients and terminally ill patients. Pvt. HCOs shall avoid any discrimination to CGHS beneficiaries.

As per MOA clause No. 18 (9) discrimination against CGHS beneficiaries’ vis-å-vis general patients — “The amount of Performance Bank Guarantee will be forfeited and the CGHS shall have the right to de-recognize the Health Care Organization as the case may be. Such action could be initiated on the basis of a complaint, medical audit or inspections carried out by the CGHS teams at random. The decision of the CGHS will be final.

All the empanelled HCOs under CGHS Delhi/NCR are hereby warned/directed to follow the specified guidelines laid down in MOA and OMs issued by the Ministry Of Health & Family Welfare, Govt. of India from time to time, failing which the Show Cause Notice will be served and action as deemed fit shall be taken.

This issues with the approval of Competent Authority.

You all are aware that the staff & officers of field formations of CBIC  have been subjected to enormous stress due to ever increasing workload, inadequate staff, continuous pressure from multifarious controllers, over-ambitious targets, preparation and submission of un necessary reports and returns , performing protocol duties duly   extending  working hours etc.  This has taken a heavy toll on the efficiency level and is the root cause of frustration and anxiety disorder resulting in depression, helplessness and life-style diseases viz Diabetes, High BP and Cardiac problems etc. Staffs & Officers of field formations of CBIC  are constantly receiving SMS and instructions over WhatsApp messages even at odd hours. This has adversely affected their social and family life. Departmental  system has forgotten that an Officer is just not an employee of the Department , but also a spouse/son/father/mother and an integral part of society. This situation has become intolerable as itis found that staffs/ Officers are virtually chained to their official duties and have no respite, even while at home.

Work-Life-Balance is the need of the hour. Many top global companies are addressing this sensitive issue through various measures. However, the ground reality almost in every institution is that majority of the staffs / officers are stressed and do not have a work-life balance, which is attributed specially to the instructions received through SMS and WhatsApp.

All Associations of field formations of CBIC  should  address this menace.  The Associations should  call upon  to all their members at least  not to attend/respond to the ‘official’ SMS/WhatsApp messages, received from their office/ Controlling Authority between 6pm and 9.30 am and in holidays.
