On 8 Dec,the amendments proposed to Gr-A RRs by our administrative department viz:CBEC, are not in tune with the basis for approval of Cadre Restructuring.
We know that the CR was sought to be approved from the Cabinet, as our CBEC has repeatedly submitted that it wants to address the stagnation in Gr-B Executive.
As per HBRR issued by the Nodal Ministry DoPT, the administrative department has to restructure its organisation to the changing needs/Role of the Organisation vis-a-vis the career aspirations of its workforce.
The role of CBEC has changed drastically and hence the need to bring in change in Organisation. In entire exercise of CR, our Gr-B Executive cadre has not been given what it deserves. Further, the proposed amendments are ';rubbing salt';.
We should ensure, by collective efforts, to bring the amendments in respective RRs(Gr-A as well as Gr-B) to get career progression with sense of Parity.
This has not been addressed at all in proposed amendments to Gr-A RRs.
Therefore, as an Organising Secretary of promotee Gr-A(IRS) AIA; I request all of you to kindly form a Forum for "addressing stagnation in Gr-B Executive - by bringing necessary changes in respective Recruitment Rules". Let us ask the CBEC to convene a BOARD MEETING exclusively on this subject/issue. As a precursor to such Board Meeting, all the AIBs should meet in second/third week of Jan2015(if agreed,Pune is willing to host 1 day meet) ;and simultaneously we should ask appointment/s of Member(P&V), DGHRD,JS(Admn),Chairman & Secretary Revenue for third/fourth week of Jan2015[we know the 26th Jan may cause some worries,but we should try to overcome].
