Sub: Guidelines for Uniform for various Group
‘A’, ‘B’ & ‘C’ grades-regarding.
Madam,

letter F. No. 8 / B/90/ HRD (HRM) / 2011 (Part-I) /4853 Dt. 21.10.14 on the
above subject.
2. The Association feels that the
uniform is not at all required for all IRS officers , who are quasi judicial
authorities. However it is requested to formulate the statuary provisions to
wear the uniform, if its wearing is necessary in consonance of the nature of
the job. If it happens, it is also requested to make it compulsory for all from
top to bottom (starting from Asst. Commissioner to Chairman)
and also treat it in a graceful & respectful manner granting all the
required facilities & amenities to the officers.
3. In para 2 of the annexed letter No.C.30013/11/2011-Ad.IV.A Dt. 02.08.13,
some existing guidelines to wear the uniform have been mentioned. The said
guidelines may kindly be provided to the Association to enable it to make the final
submissions on the issue. It is believed beyond any doubt that the said
guidelines would be statutory in nature. However, the CBEC replied to the
Central Information Commission regarding some RTI application that there exist
no statutory provisions in the CBEC to wear the uniform.
4. The Association believes that the new guidelines would be statutory in
nature and applicable to all, if uniform is made mandatory to be worn. It is
mentioned in the draft that the uniformed officer has to salute in Naval and
Military type. No need to submit that all of the officers from top to bottom
wear the uniform in Navy and Military.
5. It has been learnt that it is being proposed to prescribe one Ashoke Pillar
for Asst. Commissioner reducing one star, which was previously prescribed for
the post of Senior Superintendent( Gr-A). The Association is totally objecting such
proposal. As per statuary provision both the Asst. Commissioner and Deputy
Commissioner are performing the same work and both the posts are
interchangeable. The post of Deputy Commissioner is a STS post. Therefore both
Asst. Commissioner and Deputy Commissioner are required to wear same uniform if
it is at all required.
6. In view of the above, it
is requested to-
i) Provide the existing statutory guidelines to the Association to make final
submissions on the issue.
ii) Prescribe same uniform for both the Asst. Commissioner and Deputy
Commissioner ..
iii) Make the wearing of
uniform compulsory from top to bottom for all like in Navy & Military under
statutory provisions , if the wearing of uniform is made mandatory.
