CERTAIN CLARIFICATIONS GIVEN BY LOKANATH MISHRA ON FORMATION OF IRS(C&CE) PROMOTEE OFFICERS' ASSOCIATION.

1. We know it very well that the main aim of one service association is to settle the grievances of it's members through it's bargaining power. To gain bargaining power it is required to adopt agitational method . But welfare associations are not engaged in trade union activities. While service associations are being recognised under service associations recognition rules, welfare associations are not being recognised. Therefore one can be member of both the associations. It is essential that all the office bearers of one association are to be elected democratically. For such democratic election a meeting/ gathering is required at initial stage. Who will attend such meeting and who will convey such meeting?All general members can not attend such meeting. Only certain representatives/ delegates can attend such meeting. Who will select such representatives/ delegates democratically? A meeting is required to be conducted in each and every unit/zone for election of such representatives/delegates democratically. An organising secretary has been nominated for that purpose to organise zonal meetings in consultation with local recognised service association to elect zonal representatives/delegates democratically. After election of zonal representatives/delegates, national level meeting will be held to approve the draft constitution and elect office bearers democratically. For completion of such process minimum one month's time is required. Therefore an adhoc committee on temporary basis has been constituted for the time being to convey the meeting of IRS(C&CE) Promottee Officers Association.  Generally the nominated  person for the main post on temporary basis should not contest in the election. At present I have been nominated for the main post and as I shall retire from the service very soon , I shall not contest in election.
2. The Constitution of AIACEGEO is going to be amended in the ensuing convention of AIACEGEO to include Gr-A promotee officers as member of such recognised association, hence there is no harm for the Gr-A promotee officers to be member in both the associations.
3. The new association will mainly take up the issues pertaining to transfer and posting policy of promotee Gr-A officers and   pension related matters.
4. The new association will support all the resolutions of AIACEGEO. It  will not be  engaged  in any activities contrary to the policy matters of AIACEGEO, because AIACEGEO is the main association for the members of such new association.
