Dear Sir, based upon a representation made by Sh. Ravi Malik, GS, AIB, a proposal to grant batch-wise non-functional up-gradation to the Inspectors and Superintendents of CBEC at par with Assistants and Section Officers of CSS on the line of grant of NFU to Organised Group A service officers (specifically IRS officers) in terms of DOPT's O.M. dated 24.04.2009 was forwarded by CBEC to DOPT (nodal agency) to extend the same benefit to Inspectors and Superintendents of CBEC. DOPT returned the said file with the remark that NFU scheme is applicable only to the Organised Group A service and Department of Revenue may accordingly examine the issue. Thereafter, the BOARD has decided to refer the matter to 7th Pay Commission to address the issue of stagnation in the cadre of Inspectors and Superintendents. Now we have to sincerely pursue the matter with 7th CPC after the proposal is submitted to 7th CPC by the Board.
I am attaching here the copies of file noting on the said issue. First 3 pages of noting are computer printouts of said file noting and are the same as signed copies available in the file.
