Kindly refer to letter F. No. A-22013/5/2015-Ad.II
Dt. 17.06.15 of CBEC addressed to all Chief Commissioners and Director Generals
under CBEC on the above subject.
2. It is submitted with due regards that the newly
promoted 2118 Asstt. Commissioners were kept at the existing stations as per
the Transfer and Postings Policy as well as the established past practice
barring those who were willing to get their station changed or cases where the
vacancies were not existing at the existing station. In case of non-existence
of vacancies at the existing/requested station and also keeping in view the
connectivity with the parent station/zone, the youngest officers were transferred
to other nearest stations/zones with the intention to call them back to the
parent station/zone at the earliest possible opportunity on existence of
vacancies.
3. Now vide above referred letter of the CBEC, it
has been forced to change the existing stations of all of the promotee Asstt.
Commissioners promoted against temporary posts. The reason of this decision is
no way understood. They got their promotions at the fag end after having
suffered with the gross injustice for decades. It will again be the gross
injustice with them, if they are transferred to outstations in their old age as
nobody will be able to shift the all-settled family to new station. Nobody will
also be able to have double establishments, one at old station and another at
new station. It will only place them under unwarranted and unbearable financial
burden.
4. Moreover, there seems no administrative
inconvenience in placing them at their existing stations. The displacement from their existing station will also place the govt.
under unnecessary financial burden to give them transfer grant, transfer
allowance etc. in the present time of controlling the govt. expenditure for
which our present Prime Minister is also very serious.
5. In view of the above, it is requested not to
displace the promotee Asstt. Commissioners from their existing station without
any valid reason and merely as a matter of pleasure barring the willing ones.
