Why IPS /IAS /IRS(Income Tax) and other allied officers including Indian Forest Officers of 1995 batch empanelled for holding Joint Secretary post in CSS, where as IRS(Customs & Central Excise) officers of 1989 batch empanelled for holding JS posts. Shame to them. Govt feels that IRS( C & CE) could not perform well in implementing GST rather State Govt. Officers of State services performed well in implementing GST in India.
