Leaders
of IRS(C&CE)POA recently contacted officials of CBEC
to ascertain the present position about conducting of DPCs to
grant promotion to the post of Asst. Commissioner against (1) left out vacant posts of 13-14, (2) 14-15
( 3) 15-16 , down gradation of unfilled
senior level posts and framing of RRs etc. It has been informed by Board officials that review DPC
for left out vacant posts of 13-14 may be conducted during March.
Thereafter further DPC may be conducted. As regards down gradation they informed that no such proposal has been submitted to DOPT. As
regards framing of RRs they have told that the same is to be finalized basing
on cabinet approval for not granting
further promotion to temporary AC and in conformity with Board decision for
13.2.1 ratio. As regards promotion to DC, base cadre parity, counting seniority
from the grade of Inspector and feeder cadre parity etc, they have informed that since these are not
approved by DOPT, no such items can be incorporated in the draft RRs. They are having the opinion that , if such proposal can
be recommended by any committee like BP
Agrawal or TARC or 7th CPC, then Board dully taking a decision in
Board meeting can submit a proposal to DOPT and after approval of DOPT, draft
RRs can be submitted by Board to DOPT / UPSC for approval. However somehow they
have agreed to include a provision in draft RRs about continuance of temporary
AC posts on the basis of Cabinet
approval and a provision that the same can be continued further basing on further examination considering the
work load.
