How to Join CGHS after Retirement

 The central Government Employees those who are on the verge of Retirement are having many doubts about joining CGHS after retirement. Many queries have been raised by our viewers about registering with CGHS and availing the CGHS facility after retirement. Hence the details of joining CGHS and entitlement for availing treatments and its benefits, list of empanelled Hospitals are compiled and given under for viewer’s reference.

Medical Benefits for Retirees
All Central Government pensioners/family pensioners who were eligible for taking treatment under the Central Government Health Scheme (CGHS) while in service are eligible for availing CGHS facilities after retirement, irrespective of whether they were or were not availing CGHS facilities while in service. Further, it is not necessary that these pensioners / family pensioners should be living in the areas covered under the CGHS.
Presently the CGHS facilities are available in the following cities:
Allahabad, Ahmedabad, Bangalore, Bhopal, Chandigarh, Chennai, New Delhi, Faridabad, Ghaziabad, Gurgaon, Guwahati, Hyderabad, Jaipur, Jabalpur, Kanpur, Kolkata, Lucknow, Meerut, Mumbai, Nagpur, Noida, Patna, Pune, Shillong, Thiruvananthapuram.
The Central Govt. Health Scheme provides comprehensive health care to the CGHS Beneficiaries in India. The medical facilities are provided through Wellness Centres (previously referred to as CGHS Dispensaries) /polyclinics under Allopathic, Ayurveda, Yoga, Unani, Sidha and Homeopathic systems of medicines.

d. 17 Dental Units
           The pensioners / family pensioners have to get their names registered with any of the CGHS dispensaries after submitting an application in the prescribed proforma for the issue of a CGHS identity card.
Procedure to Register with CGHS
1. One can get a CGHS card made from the office of AD / JD of the City.
2. Forms can be downloaded from CGHS Website or can be taken from office of AD / JD of city.
3. Documents required
i. Application in prescribed format
ii. Proof of Residenceroof of Stay of dependents
iii. Proof of age of son
iv. Disability certificate, if any in case of sons aged 25 & above, who would otherwise cease to be a beneficiary.
v. Photos of eligible family members
vi. Surrender Certificate of CGHS Card while in service ( only in those cases where CGHS Card was issued while in service)
vii. Attested copies of PPO & Last Pay Certificate
viii. Draft for required amount towards CGHS contribution – in the name of ‘P.A.O., CGHS New Delhi’ in Delhi-and in the name of ‘AD, CGHS of the city’.
ix. In case PPO is not ready for any reason there is option to get a provisional card on the basis of Last Pay Certificate.
x. The data is entered through computers and entered in data base and a printout is issued same day for immediate use. Plastic cards are subsequently sent to the residence of the card holder by post.
Annual and One Time Life Time fee for joining CGHS
Pensioners who want to avail CGHS facilities can make contribution either on yearly basis or one time ( ten yrs ) contribution for whole life validity.
Payment can be made by Demand Draft in favour of “P.A.O., CGHS New Delhi’ in Delhi-and in the name of ‘AD, CGHS of the city’. Contribution in respect of Pensioners are calculated on the basis of grade pay they are entitled had they been in service, but for superannuation.

     Pensioners have an option to get their CGHS pensioner Card either by making CGHS Contribution on an annual basis (12 months Contribution) or by making contribution for 10 years (120 Months Contribution) for getting a Pensioner Card with Life Time Validity. Those who are willing to get CGHS card with Life Time validity should Pay the amount of 120 Months Contribution prescribed for respective Grade pay at the time of applying for CGHS Card.

Medical Allowance For Retirees Residing In Areas Not Covered Under CGHS.
a. Pensioner residing in non- CGHS covered areas have the option to become CGHS beneficiary and avail CGHS facilities from the nearest CGHS covered city.
b. b.Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs.500/- per month and opt not to avail CGHS facility.
c. Pensioners residing in non-CGHS areas have also the option to avail Fixed Medical Allowance of Rs.300/- per month for OPD treatment and obtain CGHS card from nearest CGHS covered city for inpatient facilities under CGHS. No OPD medicines shall be issued in such cases.
d. CGHS pensioner beneficiaries (and their dependant and eligible family members) who are holding a valid CGHS Card and residing in a non-CGHS area shall be eligible to
i. obtain inpatient medical treatment and also follow up treatment from Govt. Hospitals / CS(MA) /ECHS approved hospitals on proper referral from CGHS dispensary and submit the medical reimbursement claim to the Addl. Director/ Joint Director of CGHS of city where the CGHS card is registered.
ii. In case of medical emergency , treatment may be obtained from any hospital and medical claim shall be submitted to AD/JD , CGHS of the concerned city.
iii. Reimbursement shall be limited to the CGHS rates of the city where the card is registered and as per the ceiling rates and ward entitlements or as per actuals, whichever may be less.

MINUTES OF THE FIRST CENTRAL EXECUTIVE COMMITTEE MEETING OF INDIAN REVENUE SERVICE (CENTRAL EXCISE AND CUSTOMS) PROMOTEE OFFICERS' ASSOCIATION HELD AT NACEN, MUMBAI ON 21.12.2014

MINUTES OF THE FIRST CENTRAL EXECUTIVE COMMITTEE MEETING OF INDIAN REVENUE SERVICE (CENTRAL EXCISE AND CUSTOMS) PROMOTEE OFFICERS' ASSOCIATION HELD AT NACEN, MUMBAI ON 21.12.2014
1.                           The meeting started with customary lighting of lamp by the dignitaries followed by welcome address by Smt. V Kolhatkar, General Secretary of the Mumbai Zone on behalf of the organiser. Shri S K Patil, Organising Secretary of the Association, briefed on the formation of New Association before handing over the proceedings of meeting to the Secretary General, Shri Loknath Mishra. The House nominated Shri. Anindya Roy of Kolkata to preside over the meeting, as the President of the Association, Sri AK Sharma could not attend.
2. The main proceedings started with the address by the Secretary General, Sri Lokanath Mishra. He apprised the House upon the circumstances that lead to formation of the new Gr-A promotee officers’ Association and elaborated on the actions undertaken by the current ad-hoc Body under his leadership, as reflected in the ‘Action Taken Note’ (the full text of the ‘Action Taken Note’ can be viewed in the Association’s site CENGOA.BLOGSPOT.IN), presented before the House for such meeting. He pointed out, inter alia, that apart from submitting Memorandum to the 7th CPC, the newly formed Association has been able to give oral evidences twice (one at Mumbai and another at Jodhpur) before the CPC, on the basis of invitations received from the Commission, highlighting the demands like direct promotion of the Gr. B Gazetted officers to the senior Gr. A posts (STS) like many other counterparts and non-functional financial upgradation of the Gr. A   promotee officers at par with their counterparts of CSS on batch to batch basis. He also elaborated on the points regarding necessity of amendment of the proposed draft Gr. A Recruitment Rule 2014 and requested the House to take keen interest in all the related activities with increased vigour.
3. Sri Ravi Malik, Secretary General of the AIACEGEO addressed the House and elaborated on the issues like confusion about the status of the Assistant commissioners appointed through temporary and permanent posts, holding of DPC for further promotion to the grade of Assistant Commissioner, non-availability of infra structure, grant of MACP in promotion hierarchy etc.. He apprised the House on the complex course of events that ultimately led to the issuance of the promotion order of the Gr. B executive officers in October 2014.  He also emphasised the need to maintain sustained pressure on the authority  to achieve the desired goal of ensuring pay benefits in PB-4 to all the executive officers joining the department as an Inspector Central Excise. He also requested the new Association to stay united with the Gr-B executive on the issues of common interest.
4. The House deliberated upon various issues like formation, name and status of the new Gr-A Association including any possible change of Name, amendments of the proposed draft Gr. A Recruitment Rule 2014, problems being faced by the newly promoted officers all over India, among others. 
As far as the formation, name and status of the new Association is concerned, majority of the representatives suggested for a change of name particularly with reference to the word ‘promotee’. The representatives of the Pune, Patna, Kolkata and Mumbai opined in favour of creating an independent Association keeping in view the possible difficulties, constitutional or otherwise, in induction of officers from cadre of Customs with an organisation which encompasses only Central Excise, Service Tax and Land Customs officers . Majority of others were of the opinion that the issues exclusively concerning the interest of the Assistant Commissioners can be best tackled by an independent Association and preferred maintaining an issue based truck with the Superintendents’ Association. Some, however, favoured the common platform with the Central Excise Superintendents’ Association like that of Income Tax department. Sri Lokanath Mishra, Secretary General of the newly formed Association, explained that the Association was created hurriedly with the sole objective to submit separate Memorandum before the 7th CPC. Since at the time of submission of the Memorandum before the 7th CPC by the AIACEGEO, he was also President of AIACEGEO, he decided to submit the separate Memorandum in the capacity of Secretary General of a welfare Association in stead of a service Association. He, accordingly, requested the House to change the name of the Association, if required, after submission of the report by 7th CPC. The House, after due deliberation, decided to continue the status quo of the newly formed Gr A officers’ Association till the general body meeting. Any decision regarding the change of name and status of the newly formed Association and adoption of Constitution was also deferred to that extent. It was also decided that present ad-hoc office bearers of newly formed Association will continue to function their capacity till such time.
5. The House also deliberated upon the proposed amendments to the draft Gr-A Recruitment Rules floated by the CBEC. The representatives pointed out series of shortcomings in the proposed draft RRs and expressed dissatisfaction over the discrimination inflicted upon by the Board on the promotee officers. The delegation of Kolkata & Pune came up with concrete suggestions for bringing out correct amendments to ensure just, fair & equitable promotions to the Gr-B officers recruited in Gr-A by way of Promotion in conformity with the Hand Book on Recruitment Rules (HBRR) issued by the Nodal Ministry viz., DoPT. The House agreed & authorised Shri. Anindya Roy and Shri. S K Patil to prepare a draft-reply on the proposed amendments to RRs, for further submission by the newly formed Gr A officers’ Association, incorporating, among others, the aspects like base cadre parity vis-à-vis common seniority list among feeder cadres and change of ratio from the existing 50:50 between the Direct recruit Assistant Commissioner to 90:10.
6. Different representatives raised the issue of acute lack of Infrastructure and shortage of space faced by the Officers recently promoted particularly with reference to the formation like CESTAT.  It was also pointed out with grave concern that in the formation like DGST, officers have been posted without even having existence of any office premises. The House then decided that keeping in mind the general feeling of discrimination, strong protest will be lodged with the authorities and assigned Shri. Pramod Savant Shri  A Kulgod to prepare the draft in this regard covering all aspects  for submission. 
7.  Sri A K Sasmal, General secretary of the Central Excise Superintendents, Mumbai stressed the need of condemning the step motherly  attitude of the Board towards the Gr A officers, appointed on promotion, as reflected in the proposed Gr-A RRs.
Shri. Dabral, who was in the cadre of Superintendent Customs (Preventive) before promotion to the grade of Assistant commissioner, appreciated the efforts of all concerned in securing promotional of the Gr. B Executive feeder cadres in a historic manner.
Shri N.K. Mishra, retired Assistant Commissioner from Mumbai, pleaded to form a pensioners’ forum for all retired officers of Central Excise and Customs department under the aegis of the newly formed Association. 
Shri V. Singh, Assistant Commissioner from Patna Zone requested the representative from Kolkata Zone to hold the next executive committee meeting at Kolkata.
8. Shri. K S Pandit, retired Assistant Commissioner, appraised the House on the current state of a petition filed by him in individual capacity and  informed that recently, about more than 100 retired officers have joined in his petition presently lying before the Hon’ble Supreme Court. He requested the newly formed Gr. A Association to join and support  his petition by way of filing one IA. The Secretary General, while appreciating the efforts made by Shri K.S. Pandit in challenging the issue before the Apex Court, informed that a case in Principal Bench of CAT had already been filed by the AIACEGEO to maintain base cadre parity by duly challenging the RRs. He observed that the case filed by Shri K.S. Pandit  was related to implementation of  the judgement  dated 03.08.11 of the Apex Court  w.e.f  01.01.97 and, accordingly, there was no harm in supporting the case filed by Shri K.S Pandit so long as anything contrary to the case pending in Principal Bench for base cadre parity was not appealed.  He also observed that in rejoinder, Shri K.S. Pandit had cited the Apex Court decision delivered in Badani’s case, which was related to notional promotion also.  After due deliberations, the House decided in favour of joining and supporting the case filed by Shri K.S. Pandit in Apex Court by way of filing IA without, however, stating anything, before the Apex Court, contrary to the case filed in Principal Bench by AIACEGEO to maintain base cadre parity in promotions. The House requested Shri K.S. Pandit to provide a copy of his petition to the Secretary General for record. The House also requested the Pune Zone to bear all related expenditure likely to be incurred in the process of filing of IA by the Secretary General including expenses incurred towards finalisation of petition with advocate etc.
9. The Secretary General, Lokanath Mishra appealed to the House to motivate general members in their zones and create strong reserve funds of the new Gr-A Association and requested the Organising Secretary to maintain the Accounts.   He also requested all the Central Executive Committee members to hold general body meetings in their respective zones to elect zonal office bearers and to form a pensioners’ forum urgently before the next all India meeting. On behalf of the Association, he thanked all the delegates, guests and, office bearers in attending the meeting and making the meeting a grand success. He also thanked   the organisers for arrangement of the meeting in a short time.
10. The meeting was attended by  the office-bearers of Mumbai Zone/s, Pune Zone, Kolkata Zone, Bhubneshwar Zone, Patna Zone, Ahmadabad Zone & Indore Zone. The representatives of Lucknow Zone, Bangaluru Zone, Kochin Zone, Shillong Zone, Jaipur Zone & Chennai Zone  conveyed their support telephonically as most of them could not make it due to cancellation of flights(Spice-jet effect). The Secretary General of AIACEGEO, The President of AIACEGEO, Delhi Unit, The General Secretary of AIACEGEO, Mumbai, Unit, Joint Secretary AIACEGEO (West Zone) , Retired Asst. Commissioners S/Shri K.S. Pandit and N.K. Mishra also attended the meeting. The President, AIACEGEO, who could not attend the meeting because of some medical reasons, conveyed his best wishes for a successful meeting through SMS.
